That is just the browser tooltip. By the looks of it I'd guess Firefox. It's picking up the title="About Us" part of the HTML link.

The topic text in mouse over shouldn't work for menu items (because they are not topic text) and if it did the box would be semi transparent not solid.

Hmm I was assuming he meant the style of the tooltip. That mod is what made it kinda transparent. It's not the usual white box.
