Extra Menu In Header Problem

Hi guys,

Me & a staff member on my forum (gta-epsclan.ca/forum) recently tried to update to 3.0.13 today, but the update, seriously f***ed with the forum (apologies for the language), and I ended up having my host restore it from a Jan. 27/2015 12 AM backup they had.
Everything works fine, except the extra menu. It doesn't display correctly.

I was about to go fix it after they finished restoring everything, but then all of a sudden, it displayed like the one here.
Now I refreshed it, and it's not displaying like it should, with the lines separating each link.
The code hasn't changed, since I haven't touched my overall_header.html for a long time.

I've tried refreshing the templates, themes, and purging my cache, and still doesn't display properly.

Any thoughts?

Edit: For whatever reason, I just transferred the colours.css file, re-applied the edit, even though it was already there, re-uploaded the colours.css, and refreshed my themes and it now works.
I don't know how or why, but it now works
